Right to Housing

Philanthropy across the state has been working collaboratively to address the pressing problem of homelessness in our state. A recent Public Policy Institute of California survey found that “homelessness” is the state’s number one problem in the eyes of voters—the first time the issue has been at the top of the list. Central to the homelessness crisis is the pressing need for affordable housing. Too many families experience homelessness due to rising rents and stagnant wages. Consequently, funders concerned with this issue may have heard about discussions around whether there should be a “right” to either shelter or permanent housing. Presenters will include housing and homelessness experts from across the state to discuss how to address the challenges and the debate around a “right to housing” as opposed to a “right to shelter” in the state of California. Speakers will share examples of success in building additional housing and how philanthropy can be a potential partner in such efforts. Join us and funders from across the state on this important conversation that may influence your grantmaking approach to housing and homelessness.


Seyron Foo

Vice President, Public Policy & Government Relations, Southern California Grantmakers and Philanthropy CA

Seyron Foo develops, organizes, and implements efforts to create a well-connected network of grantmakers and public officials in order to strengthen communities and advance the public policy goals of SCG’s member organizations and Philanthropy California. In this capacity, he provides public policy analysis to issues affecting the sector and key policy areas relevant to grantmakers. Additionally, he is responsible for educating and informing government officials about philanthropic efforts, and identifies opportunities to convene grantmakers and government to tackle the state’s most pressing social issues.

Seyron has experience in various government sectors, beginning his career as a legislative aide to the California State Senate Majority Leader, where he managed a diverse policy portfolio that included civil rights, transportation, and housing. His work led the successful passage of legislation in health, tenants’ rights, and banking reforms. He earned his Master in Public Affairs from Princeton University’s Woodrow Wilson School and his B.A. in Rhetoric and Political Science from the University of California, Berkeley.


Andrea Iloulian

Senior Progam Officer – Domestic Programs at the Conrad N. Hilton Foundation

Andrea Iloulian manages the Conrad N. Hilton Foundation’s domestic grantmaking in the area of chronic homelessness. Prior to joining the Conrad N. Hilton Foundation, Iloulian worked in commercial property management, where she served as property manager of Class A high rise office buildings in the downtown and Miracle Mile areas of Los Angeles. Iloulian also previously held positions with TreePeople, the Los Angeles County Department of Public Health’s PLACE Program, and served as a senior consultant at MAXIMUS. She holds a master’s degree in public policy from the University of Southern California’s Sol Price School of Public Policy and a bachelor’s degree in social ecology from the University of California, Irvine.

Debbie Koski

Senior Program Officer – Housing, Tipping Point 

Debbie comes to Tipping Point with a background in housing finance and housing policy. Most recently, Debbie was a Senior Investment Officer at Nonprofit Finance Fund, where she financed nonprofits across a wide range of sectors. Prior to that, she served as Assistant Vice President at Union Bank, where she provided debt and equity financing for affordable housing development in Northern California. Earlier in her career, she researched housing policy strategies including accessory dwelling units and inclusionary zoning. Debbie received a BA and a Masters in Public Policy from UC Berkeley. In her spare time, she enjoys gardening, spinning, and exploring Oakland. She also serves on the Board of Directors of HealthRIGHT 360, which provides integrated health services to low-income communities throughout California.

Tommy Newman

Senior Director of Impact Initiatives at the United Way of Greater Los Angeles

Tommy Newman is currently the Senior Director of Impact Initiatives at the United Way of Greater Los Angeles. He is responsible for the organization’s Everyone In campaign, as well communications, community engagement, and advocacy as it relates to housing and homelessness.

He most recently worked at LA Family Housing (LAFH) where he directed the organization’s communications and public affairs strategies. While at LAFH he worked on the Prop. HHH and Measure H campaigns. Tommy also worked at L.A. City Hall for Councilmember Tom LaBonge as a policy and neighborhoods deputy. He attended Loyola High School, George Washington University, and the University of San Francisco School of Law. He is a member of the California Bar.
