Ventura County’s most vulnerable individuals, families, and veterans need access to housing in a competitive rental market. Housing resources exist, but utilization is impeded by the small number of landlords willing to accept housing vouchers and subsidies. In response, the United Way of Ventura County recently launched a Landlord Engagement Pilot Program (LEPP) to increase housing stock and utilize existing housing vouchers and housing subsidies provided by local jurisdictions and community partners in preventing and ending homelessness.
