The Bauman Foundation recently sought legal opinion from Harmon, Curran, Spielberg + Eisenberg, LLP on how private foundations, in general, can play a role in promoting a fair and accurate census. This post outlines the legal opinion obtained by the Bauman Foundation. The opinion provides that:

Comments on Proposed Information Collection on 2020 Census

Philanthropy California joined the League of California Community Foundations to urge the Department of Commerce to withdraw the citizenship question from the 2020 Census questionnaire as it will significantly undermine efforts to achieve a fair and accurate census.

Opportunity Zones: Tying Economic Development with Equitable Outcomes

In 2017, the Tax Cuts and Jobs Act created Opportunity Zones, a new community investment program for rural and low-income urban communities. Opportunity Zones enable private investors with capital gains tax liabilities to receive competitive tax breaks for investing in these designated areas. Recently, the U.S. Department of the Treasury has approved designation areas for over 8,000 Opportunity Zones across the country.

This month’s Public Policy Roundup comes days after our trip to the State Capitol for Philanthropy in Sacramento Day. Philanthropy California, our alliance with Northern California and San Diego Grantmakers, convened over 20 funders from across the state to educate policymakers about the 2020 Census, advance philanthropic goals by building relationships with legislators, and identify areas of strategic collaboration across sectors. Our visits were timed as the Legislature worked to iron out differences between Senate and Assembly versions of the budget.

Last month, Philanthropy California, an alliance of Southern California, Northern California and San Diego Grantmakers, ventured to Washington, D.C. for two days of insightful meetings with policymakers as a part of the United Philanthropy Forum’s Foundations on the Hill (FOTH). Our visits were well-timed with Congressional deliberation over a spending measure that would fund the federal government for the remainder of the fiscal year. Southern California Grantmakers brought a delegation to discuss our perspectives on the 2020 Census, the Johnson Amendment and other issues of concern to our members, including the unresolved future of Dreamers. A Roadmap for 2020 Census: Securing a Fair and Accurate Count of Latinos in California

Latino Community Foundation and the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund joined forces to produce this roadmap to secure a fair and accurate count in the midst of unprecedented challenges. Specifically, the brief sets forth the importance of the 2020 Census for California, examines the Census Bureau’s preparation for this count and the role of Congress, and outlines key lessons from the 2000 and 2010 Censuses.

View From the North: Northern California Counties Attempt to Raise Revenue for Childcare

During the June 2018 election, residents in a few Northern California counties will consider ballot measures that intend to create childcare program subsidies for low- and middle-income families. Advocates of the ballot measures hope that these subsidies can alleviate families of the high cost of childcare, help parents get back to work after the birth of a child, and better prepare children for preschool.
