First Look: Governor’s Revised Budget Emphasizes Bold Proposals and Fiscal Resilience, Leaves Room for Other Investments

Governor Newsom's May Revision to his proposed 2019-20 state budget continues to call for bold investments in creating economic security and opportunities for Californians, while also fostering the state’s fiscal health. The Governor forecasts revenues that are $3.2 billion higher (over a three-year “budget window” from 2017-18 to 2019-20) than projected in January, driven largely by continued economic growth.

Criminal Justice Reform: Changes to the Pretrial System

In 2017-8 California State Legislative Session, SCG developed an analysis on the background and implications of Senate Bill (SB) 10 (Hertzberg), which proposed to restrict the practice of setting “monetary bail” by establishing a risk assessment tool conducted by judges. Monetary bail is a sum of money that an accused person awaiting trial can deposit to receive a temporary release from jail. The deposit conceptually acts as an incentive for accused persons to return to court. SB 10 proposed an alternative to monetary bail system with a statewide “risk assessment tool”. The tool determines whether defendants can be safely released from jail while awaiting trial. SB 10 proposed this change because the bail system unfairly affects individuals who cannot afford to pay for bail.

November 2018 Ballot Measures

On November 6, Californians will head to the polls to decide on various initiatives.  These ballot measure cover the gamut of public policy issues, including affordable housing bonds and rent control to transportation funding and daylight savings time. Many of these initiatives would have direct consequences for the Southern California region. This includes funding for the Lower Los Angeles Rivers, Santa Monica Bay and Ventura County, funding for children's hospitals, and modified homeowner property tax regulations that would significantly impact local tax revenues.
