Southern California Grantmakers is issuing this Request for Proposals (RFP) to solicit proposals from qualified organizations (Proposers) to implement Veteran Service Teams utilizing a peer team approach within the Veteran Peer Access Network (VPAN) model in Los Angeles County and to connect veterans and their families to critical resource, including housing, mental health care, substance abuse treatment, job placement, and legal services.


Services will include:

  • Referral and Linkages 

  • Evaluation and Screening

  • Specialized Outreach and Case Management

  • Peer Support Programs

  • Crisis Management 

An immense level of outreach and collaboration will be required with other veteran service organizations in Los Angeles County.


Interested and qualified Proposers may submit one proposal per Los Angeles County Supervisorial District. Proposers interested in applying for multiple Supervisorial Districts must submit one proposal per district demonstrating their abilities to address the specific needs of that district.

Eligibility Criteria

Proposers for the VPAN Veteran Service Teams must meet the following minimum requirements:

  • Proposers must have and maintain physical office location within the Supervisor District they are representing. 

  • Proposers must be a non-profit social service organization founded for religious, charitable, or social welfare purposes and be tax-exempt under 501(c)(3) of the Internal Revenue Code, or a public entity.  [Updated on August 18, 2020]

  • Proposers must have a minimum of three (3) years experience during the last five (5) years in providing services to veterans and military families or coordinating services among other community providers equivalent or similar to the services listed in the RFP.
