California Philanthropy and the New Reality of Legal Weed

On November 8, 2016, California voters approved Proposition 64, launching a new era in the consumption, marketing, taxation and regulation of for what decades has been California’s largest cash crop, marijuana. In this paper, I will explore how the policy issues emerging from the legalization of recreational marijuana intersect with racial justice, education, youth wellbeing, the built environment and economic development.

Cal Bike Coalition - Draft Policy Vision and Framing Paper

Low-income communities and communities of color have been left out and left behind by public policy and investment, both historically and up to the present day. As a result, our communities are organizing and fighting to overcome a litany of inter-connected challenges: unaffordable housing; inadequate transit service; inequitable development and a growing threat of displacement; unhealthy neighborhoods; an inability to access quality jobs; and an absence of even the most basic infrastructure and services.

Cal Bike Coalition - Justification for a Joint Legislative Select Committee on Transportation Equity

Transportation connects people to places, and is a major determinant of access to opportunity and economic mobility. At the same time, it powerfully shapes both the location and the nature of development and land-use, whether that be a suburban subdivision accessible to a freeway exit, luxury
condominiums a short walk from a rail station, or a warehouse district near a port. In short, transportation creates both benefits (like access to opportunity) and burdens (like exposure to toxic emissions).

October SCG Public Policy Roundup

Governor Jerry Brown finished signing and vetoing bills this past Sunday. He signed 859 bills sent to him by the Legislature, and vetoed 118 bills. The Governor signed a legislative package meant to address the affordable housing crisis in California. SCG Public Policy staff has provided an overview of the bills here.
