Policy Brief: Highlights from Governor's Budget

Memorandum prepared for the SCG Public Policy Committee by Seyron Foo, Director, Public Policy and Government Relations:

On January 10, Governor Jerry Brown released his proposed budget for 2017-2018 (the state fiscal year runs from July 1, 2017 to June 30, 2018). With a dimmer view on the state’s fiscal health, the budget proposes to address a projected $1.6 billion deficit. This deficit is driven by a slower growth in revenues, predominantly in the state’s three primary revenue sources: income, sales, and corporate taxes.

LGBTQ Youth Services

Southern California Grantmakers expressed excitement to partner with the City of West Hollywood on the Los Angeles County’s LGBTQ Scan of Youth Services. SCG, which serves as the fiscal sponsor for the project, would receive $5,000 for the project by the City of West Hollywood.  The study establishes an inventory of LGBTQ-specific programs; identifies gaps in knowledge, policy, data collection and training in relation to LGBTQ youth; and develops recommendations to address gaps and strategically allocate resources.

2017-18 State Budget: Emergency Child Care Vouchers for Foster Parents - Support

Southern California Grantmakers joined Los Angeles County in supporting the passage of a budget provision that would establish emergency child care vouchers for foster parents. This recommendation emerged from Los Angeles County’s Blue Ribbon Commission on Child Protection, which SCG supported. Learn more in our letter to the Budget Conference Committee.
