A new report jointly released by Foundation Center and the Campaign for Black Male Achievement shows a distinct trend toward increased U.S. foundation funding for organizations and programs that are working to improve the life outcomes of Black males. Education historically receives the largest share of this support, but giving in other areas, including human services and public affairs, has grown. In addition to analyzing U.S. funding trends, Quantifying Hope: Philanthropic Support for Black Men and Boys describes recent initiatives in the field of Black male achievement.

The David and Lura Lovell Foundation is a private family foundation that focuses its resources in the areas of mental illness, integrative medicine, cultural/spiritual enrichment and philanthropic education in five separate geographic areas. The Lovell Foundation is managed by a Board of Advisors and Trustees, many of whom helped establish the foundation. Paid staff includes the Executive Director and Administrative Financial Assistant. The Foundation office is in beautiful Tucson, Arizona.
Under general supervision, monitors LAUP’s grant funded programs. The Grants Budget Analyst assists in the monitoring and management of these programs to ensure fiscal and reporting compliance with all grant requirements. This includes tracking progress towards financial performance measures to ensure goals are met. The Grants Budget Analyst will work closely with the Budget Managers to provide fiscal support in developing budgets, tracking actual expenditures and forecasting financial results.

Southern California Grantmakers attended “Foundations on the Hill,” an annual event sponsored by the Forum of Regional Associations of Grantmakers and the Council on Foundations. Our goal was to educate Members of Congress regarding the impact and importance of foundation giving in their communities. This year, we had a delegation of 13 individuals representing SCG, Northern California Grantmakers and San Diego Grantmakers.
LGBTQ foster youth are twice as likely to report poor treatment and more likely to live in group homes and to have more foster care placements. Approximately 1 in 5, or 1,400 foster youth in Los Angeles County, home to the nation’s largest population of foster youth, identify as LGBTQ. The finding is twice the estimated percentage of youth not in foster care who are LGBTQ. Generally, LGBTQ foster youth mirror the racial/ethnic demographic of all foster youth in Los Angeles County. The majority are people of color, over 86% are Latino, Black, or API.

The amount of legislative activity that is permissible for a section 501(c)(3) organization is dependent upon both the organization’s classification—that is, whether it is a “public charity” or a “private foundation”—and its size. Part I of this memorandum briefly describes the definition of legislative activities (i.e., lobbying) generally. Parts II and III address how much lobbying activity public charities and private foundations can engage in without jeopardizing their tax-exempt status.
