Private Foundations Excise Tax: Is the End of the Two-Tier System Near?

Thinking about your excise tax rate? Congress is once again considering simplifying the private foundation excise tax to one tax rate and that may affect you in the future. Currently, private foundations must pay a 2 percent excise tax on investment income. This 2 percent tax may be lowered to a 1 percent excise tax on investment income if the foundation’s grantmaking exceeds the average distribution rate in the preceding 5 years. Many refer to this as a “two-tier” excise tax system.

Philanthropy California Opposes Proposed Changes to Federal Food Assistance Programs

On September 23, 2019, Philanthropy California submitted public comment to oppose the Department of Agriculture's proposed changes to the categorical eligibility policy in the Supplemental Nutrition Assistance Program which would substantially restrict CalFresh, the state's implementation of SNAP, for over 230,000 adults, children, older adults, and individuals with disabilities in California and further escalate food insecurity. This rule would restrict food assistance benefits from those making over 130 percent of the federal poverty threshold ($32,630 for a family of four).

Opposition to Changes in the Supplemental Nutrition Assistance Program (SNAP)

The Supplemental Nutrition Assistance Program (SNAP), is the nation’s largest and most effective anti-hunger program that provides food assistance to working families with children, seniors, and individuals with disabilities. The U.S. Department of Agriculture has proposed rules that would attempt to remove nearly 230,000 Californians from being eligible for food stamp benefits. Additionally, the rule would require that students currently receiving free lunch in schools re-apply for such benefits.

Support for SB 298 End Child Poverty Act

Description of Position

Southern California Grantmakers submitted a letter of support for Senate Bill 298: Poverty Reduction, introduced by Senator Anna Caballero. This bill would establish the End Child Poverty Act of 2020 and commit California to a goal of ending deep child poverty within four years and reducing child poverty by 50 percent over the next 20 years using research-backed solutions.
